Build several world super large iron and steel enterprise groups and professional first-class enterprises, and strive to achieve the industrial concentration of the top 5 iron and steel enterprises up to 40%, the industrial concentration of the top 10 iron and steel enterprises up to 60%; Electric furnace steel production in the total crude steel production ratio to increase to more than 15%, and strive to reach 20%; The scrap ratio reached 30%.

The completion rate of ultra-low emission transformation in the industry has reached more than 80%. Enterprises in key areas have completed ultra-low emission transformation, reducing total pollutant emission by more than 20%, total energy consumption and intensity by more than 5%, water resource consumption intensity by more than 10%, and water reuse rate by more than 98%.

The output reached the dynamic balance between supply and demand, the average labor productivity of the industry reached 1200 tons of steel/person · year, and the newly built general steel enterprises reached 2000 tons of steel/person · year. Industry profit margins reach the average level of manufacturing.
